You haven’t specified the basis of your percentage. Is it the percentage of the average European female income? If so, then the percentage is 3833/27439.5=13.97% or about 14%, which is not a listed answer, but is close to answer a. 

If we take all the possible listed answers we would need a percentage basis of between 20,174 and 25,553, the average female income for countries which you haven’t specified. For example, could you be considering the average of only Asian countries excluding the Philippines? Or could it be the average of Asian countries in excess of 17,000? (If so, the average female income for the Philippines would be around 20% of the average for these Asian countries.)
