Clearly, the answer is 1+a fraction, because if we subtract the denominator from the numerator we get:

4921261.72 which is less than the denominator.

We need to find the decimal fraction=4921261.72/31167977.28.

This reduces to 1230315.43/7791994.32=0.1578948058.

So far the best answer is 1.1578948058. Can the accuracy be improved? Probably not significantly without resorting to tedious long division or using a calculator with higher resolution.
