The picture shows all 36 outcomes of rolling two dice. The table body shows the difference between the values of the dice for every possible combination. The difference of 2 is highlighted in red, so there are 8 with a difference of 2, meaning that there are 36-8=28 with a difference of not-2. Therefore the probability is 28/36=7/9.
