This is how I found the answer:

17÷3(?)5÷6=2, 17÷3×(?)×5÷6=2.

Multiply both sides by 6÷5: 17÷3×(?)=2×6÷5=12÷5.

Multiply both sides by 3÷17: (?)=12×3÷5÷17=36÷85.

So (?)=(36÷85).
