p:q=23:3, divide both ratios  by 23: 1:3/23.

p:r=34:23, divide both ratios by 34: 1:23/34.

What we have now is “1:” in both ratios involving p so we can write p:q:r=1:3/23:23/34.

This doesn’t look nice, so we multiply through by 23: 23:3:529/34.

Still doesn’t look nice, so multiply by 34: p:q:r=782:102:529.

Check the answer: p:q=782:102=23:3 and p:r=782:529=34:23.

(How much easier this would have been if p:r had been 23:34!)
