I think we are being asked to find the three quartiles, Q1, Q2, Q3.

First order the data: 6, 7, 10, 13, 17, 21, 22, 25, 27, 39.

Q2 is between data #5 and #6: midway between 17 and 21 is 19 so Q2=19.

Now we take the central datum between 6, 7, 10, 13, 17 which is 10, so Q1=10.

Finally we take the central datum between 21, 22, 25, 27, 39 which is 25, so Q3=25.

We have reduced the dataset to 3 numbers: 10, 19 and 25 which gives an idea of the spread and range.
