Constant of proportionality is not the same since 0.16/4=0.04 and 0.49/7=0.07.

However, 4²=16 and 7²=49 so 0.16/4²=0.49/7²=0.01, which is the same for each.

This enables us to say:

Sixteen hundredths is to the square of four as forty-nine hundredths is to the square of seven.
