Use the normal distribution.

Z=(64-63.9)/2.59=0.039 approx., correspond to p=0.5156. This is the probability for heights up to 64 inches. The probability for greater than this is 1-0.5156=0.4844 or 48.4% approx.

However, no adjustment to the SD has been made for the sample size of 60, because the question asks us to assume a SD of 2.59.
