P(x)=-5(x-14)(x-2) and -5(x-28)(x-4).

The zeroes have been doubled. This means the scale of the x-axis has been doubled. This has the effect of quadrupling the scale of the y-axis.

Consequently the x coord of the vertex has been doubled and the y coord of the vertex is quadrupled.
