2x^2-8 factorises: 2(x-2)(x+2) and x^2-5x-14 factorises: (x-7)(x+2).

The common factor x+2 cancels out when the two expressions are divided with the result: (x-7)/(2(x-2)) or (x-7)/(2x-4).
