If the meaning of the matrix is to provide the following transformation:

1→4, 4→3, 3→6, 6→1, leaving, I assume, 2→2, 5→5.

So if abcdef is transformed using the matrix we get: abcdef→fbdaec.

So [1,4,3,6] can be an encoding matrix.
