My 5th grader has this problem coming up on his math test. They can not use calculators....how would he go about solving this problem.

0.0312 is close to 0.03125=1/32 so the answer is close to 32*100000=3,200,000. (The more accurate answer is 3,205,128 approx.) I think that's the way he was expected to answer without using a calculator. It's also possible that he was expected to use long division. I'd go for the simplest explanation: 0.0312 is close to 1/32 so dividing by 1/32 is the same as multiplying by 32.
