Quantity of charge in Coulombs is 0.04*16=0.64 Coulombs.

How did u get the 0.4

40mA is 40/1000 amp=0.04amp. A Coulomb is the quantity of charge for 1 amp (1 amp=1000mA) of current for 1 second.
