First mile costs $2.80. The remaining 11.5 miles which is 8*11.5 eighths  of a mile=92*$0.20=$18.40. Total is 18.40+2.80=$21.20.

Given first mile = $2.80
remaining miles = 12.5-1=11.5
The cost of 11.5 miles = 8*11.5*$0.20=$18.40
which is Total cost is 18.40+2.80=$21.20
