Let the shortest side be length x. Another side is 2x+6; the third side is x+21.

Added together they make 91=x+2x+6+x+21=4x+27; 4x=91-27=64 so x=16 feet. The other two sides are 2*16+6=38 feet and 16+21=37 feet. 38+37+16=91 feet.
