Work from the inside out: square brackets: 8-6y-2.4=5.6-6y; now multiply by the -3: -16.8+18y; add the y terms: 6.3y+18y+7y=31.3y. Join up with the numerical part: 31.3y-16.8. The minus outside the curly brackets negates the contents: 16.8-31.3y and add this to -2.9: 13.9-31.3y.
