I'm going for 21, because 29 + 71 = 100 and 79 + 21 = 100.

Wrong.options are 120,192,197,131
Guess I used different reasoning. What is your reasoning? I didn't have the advantage of knowing the options. My only other answer was 193.41 because the question could be interpreted: 29 is to 71 as 79 is to what? I haven't seen double-colon before in this type of question of ratios.
120 is correct answer 9+2=11 7+1=8 then 11+8=19 Same as 7+9=16 (120) 1+2+0=3 then 16+3=19
