The expression can be reduced to a single polynomial:

(-5x2-4x3-3)-(9x3+3x-8x2)=

-5x2-4x3-3-9x3-3x+8x2=

-4x3-9x3-5x2+8x2-3x-3=

-13x3+3x2-3x-3. Note that the powers of x are placed in descending order.
