If the number is odd and less than 3, then it can only be 1. There's a chance of 1/6 that any individual throw will produce a specific number, such as 1. Therefore in 18 throws the expected number of 1's would be 3.

A cube has 6 sides with the maximum number of 6 so wich numbers are odd 1,3,5 however the only number lesser than 3 is 1 so he has 1/6 chance if he did 6 times however he rolled it 8 times so the proportion would be 1/6=x/18 6x3=18 and 1x3=3 the answer is 3
