One tenth is the digit immediately after the decimal point. To round up we look at the digit next to it, and if it's 5 or more then we add 1 to the tenth. In this case, the tenth is 6 and the digit next to it is 9, which is bigger than 5, so we add 1 to 6 making it 7. The final answer is 1.7.
