Open the brackets (parentheses) by multiplying everything in them by 7: -4+7-21m (or -4+21-7m, depending on whether it's the title or context problem).
Now we combine the number constants: 3-21m (or 17-7m).

=-4+7-21m
=3-21m
-21m=-3
m=3/21
m=1/7
