Choice of the first digit is limited to between 2 and 9 (8 choices). For the second digit there are 9 choices because we've already taken one digit out and there are no repeats. For the third digit there are 8 choices left, and for the fourth, 7 choices. That's 8*9*8*7=4032. This number includes all permutations.
