To find the percentage of something you divide the amount you want to know about by the whole.  In this case the number of vendors by the number of units:

 

164/642= 0.255

 

This gives you a decimal to convert this to a percent multiply it by 100

 

0.255*100= 25.5

 

So 25.5% of the units are occupied by vendors
