It is true.

The number line goes like this:

.....-5, -4, -3, -2, -1, 0, 1, 2, 3, 4, 5, ....

Note that the numbers on the left side is smaller and the number right side is bigger.

-2 is on the right side of -3, so -2 is clearly bigger than -3.
