Given: (3 ÷ x) - 1 = 8

(3/x) - 1 = 8   Add 1 to both sides, getting

3/x = 9   multiply both sides by x, gettig

3 = 9x   Divide both sides by 9, gettig

3/9 = x   Reduce the fraction to its lowest terms, getting

1/3 = x

The answer is: x = 1/3
