That depends on what you mean by decimal.

If you mean a number that has at least one digit to the right of the decimal point, then the answer is yes.  1.0 is an integer.  2.0 is an integer.

If you mean a number that has at least one non-zero digit to the right of the decimal point, then the answer is no.
