Question: If I have a heel on a shoe that is 1.5 inches high and a shoe with a heel 1.3/8 inches high which heel is higher?

Assuming that 1.3/8 inches means 1 and 3/8 inches, rather than 1.3 inches divided by 8,

Then, 1 3/8 inches = 1.375 inches

And 0.375 < 0.5

Therefore, 1.5 inches is greater than 1 3/8 inches.
