No. To be compatible, the compatible number must be close to the actual number it is meant to represent. 9 is not close to 36. 10 is compatible with 9 and 20 is compatible with 18, and you can easily work out 7/10*20=14, because 10 goes into 20 twice and 2 7's are 14. As it happens 7/9*18 is also 14.
In the product 7/9*36 we could replace this by 7/10*40=28. Coincidentally, 7/9*36=28.
