The question is ambiguous so two graphs are presented: y=4x-3 (red), y=4x-3 (blue).

In each graph the domain is (-∞,∞). The ranges are different: y=4x-3 has an asymptote at y=-3 so the range is (-3,∞).

The asymptote for y=4x-3 is y=0 (the x-axis) so the range is (0, ∞).
