Assuming j=√-1,

(4-j3)/(-7+j4)=(4-j3)(-7-j4)/[(-7+j4)(-7-j4)]=

(4-j3)(-7-j4)/(49+16)=(-28+5j-12)/65=

-40/65+5j/65=-8/13+j/13. which is the Cartesian point (-8/13,1/13).
