2x+5y=38, x-3y=-3

Multiply equation two by 2.
2 * (x - 3y) = -3 * 2
2x - 6y = -6

Subtract that equation from the first equation.
  2x + 5y = 38
-(2x - 6y = -6)
--------------------
       11y = 44
y = 4

2x + 5y = 38
2x + 5(4) = 38
2x + 20 = 38
2x = 18
x = 9

Check:
x - 3y = -3
9 - 3(4) = -3
9 - 12 = -3
-3 = -3
