anything x 1 is just that number. so its 7/10 + 3/100

find least common deminator which in this case is 100

100 goes into 10, 10 times,  10 x 7 = 70

100 goes into 100, 1 time,  1 x 3 = 3

(70+3)/100 = 73/100 is your answer
