2/3(x-3)=3x+1
I have no Idea how to solve this problem!

First, handle the parentheses.

2/3(x) - 2/3(3) = 3x + 1
2/3 x - 2 = 3x + 1

Next, get all the x terms on one side
of the equation.

-2 = 3x - 2/3 x + 1
-2 =  2 1/3 x + 1

Get all the constants on one side
of the equation.

-2 -1 = 2 1/3 x
-3 = 2 1/3 x

Re-write it with the x term on the left.
(That's convention, i.e., just the way we do it.)

2 1/3 x = -3

Multiply through by 3 to get rid of the fraction.

3 * (2 1/3) x = -3 * 3
7x = -9

Divide by 7.

x = -9/7
