let's say the original price was 1.00.  To find the amount the price increased we need to take 60% of 1.00 and add it to 1.00

1.00*.60=.60+1.00=1.60

Now that we know how much it has increased we can take 1.00, the original price and 1.60, the new price and find out the precentage of reduction from the new price to the old price.

We do this by taking 1-(1.00/1.60) = 1 - .625= .375

Convert that to a percentage by moving the decimal point two places to the right and adding the percent sign.
