If we take the rise over run of these two points we can find the slope of the line. up 2 and over 4

2/4=1/2

So if y=mx+b is the equation of a line where m=slope and b=y-intercept we can plug in the slope

y=1/2x+?

Now we just need to know where the line crosses the y intercept.  Graph points using the slope until you find the point where the y value is 0

from the point 2,3 we go down 1 and to the left 2 to get (0,2) which gives the y intercept as 2 since the value for x is 2 when the value for y is 0

So the equation for the line would be y=1/2x+2
