First we need to identify where the hundreths place is. Starting with the 4 at the tens place, the second for is the ones place after the decimal we have the 2 at the tenths place the 8 at the hundredths place and the 3 is in the thousandths place.  To round we look at the number directly following the place we need to round to. Since we want to round to nearest hundredths we look at the 3. If it is below 5 we round down. If it is above 5 we round up.  3 is below 5 so we round down. The answer in this case would be
