A thing (any thing) is 100% of itself.

Reduced by 10% is 100% - 10% = 90%

So the question is:

What is 90% of 18 euros?

"what" means x

"is" means =

"%" means /100

"of" means *

x = 90/100 * 18

x = 16.2

Answer:  16.2 euros
