The wording of your problem can be interpreted several ways.  Here's one way to read it:

sqrt(64a)

( sqrt(64a) )^4

( ( ( sqrt(64a) )^4 ) ^(1/4) ) * b^4

( ( ( 8sqrt(2a) )^4 ) ^(1/4) ) * b^4

( 8sqrt(2a) ) * b^4

8 * b^4 * sqrt(2a)
