First of all you need to know this:

Y = MX + B     Which is the slope equation.    

It is read Y equals M, X + B

Meaning (Y = M times X + B)

So in Y = MX + B

You have X and Y cordinates. (4, -11) Which is (X,Y) respectively.

M is the slope you have this also: -2

Plug in your numbers you now have...

Y=MX + B  Is now  -11 = -2 (4) + B 

So... 

-11 = -8 + B

You want B by itself. ADD 8 to BOTH sides of the equation.

-11 + 8 = -8 + B + 8

Combine like terms on right. Solve on left.

-3 = B     (By the way B is your Y intercept)

From here I think you can choose the correct answer.
