How do you reduce variables?  I know 60/40 can be reduced to 3/2, but don't know what to do with the variables.

me assume that shood be

[(60x^3)*y]  / (40*x^2 *y^2)

=(60/4)*(x^3 / x^2)*(y/y^2)

=2/3*x/y

or 2/3 x*Y^-1
