Let the number of shirts she bought be x.

a)

95 >= 4(23) + 9x

b)

Solving the inequality, we have:

95 >= 92 + 9x
9x <= 95 - 92
9x <= 3
x <= 3 / 9
x <= 1/3

Thus, she can buy 1/3 of a shirt at most.
In conclusion, she did not bought any shirt due to lack of money.
