set the two rate structures equal:

100 + 12x = 23x

100 = 11x

x = 100/11 = 9.09 hr

Assuming that they bill full hours:

100 + 12(10) = $220

23(10) = $230

If the job takes more than 10 hours,  D&J is the better deal.
