The slope of a perpendicular line will be:
-1 / (-1/4) = 4

Since the line passe through (-4 , 3), using the slope formula, we will have:

(y - 3) / (x + 4) = 4
y - 3 = 4(x + 4)
y - 3 = 4x + 16
y = 4x + 16 + 3
y = 4x + 19, which is what we need.
