Parallel lines have the same slope so we can write the equation of the required line as y=4x+b where b is the y intercept. Plug in (3,8): 8=4×3+b, 8=12+b, b=-4, so y=4x-4, that is, f(x)=4x-4 or f:x➝4x-4.
