A line parallel to the given line has the same slope, which is the x coefficient=-½.

The equation has the form y=-½x+c where c has to be found by plugging in the given point:

0=-½(-2)+c=1+c so c=-1 and y=-½x-1, which can also be written y=-½(x+2).
