Pn = P(1 + a)^n, where

P is the starting population, and P = 1570000

Pn is the population after n years

a is the annual rate of increase of population, and a = -0.023 (a is negative becaise popln is decreasing)

P17 = 1570000*(1 - 0.023)^17
