The square root of 19 is 4.35889894, so it would be represented between 4 and 5, and you could write it as either 4.35889894 or root 19
by

first we have to  take the protractor and measure 90*after that we have to draw a line and take 1 cm and keep an arc in 90*line after that we have to join the line with 0...after that we can see a pythogoraus theoram ,.. this becomes root 2 because root 1²+1² will give you root 2...in the same way you have to do till root 19
