The small panels 28" X 16" will fit in uniform rows on the large panel 96" X 112". If each panel touches end to end and top to bottom it shoul be 24 small panel, 4 columns across and 6 rows from top to bottom.

Yes, 6 x 4 = 24 small panels works.  Since it perfectly fills up the larger panel, 24 is the greatest number of small panels you can make.
