Fill the 9 l and pour it into 4l , pour out the 4 liter

do it again, pour it out

that leaves 1 liter in the 9 liter

pour it into the 4 liter

fill the 9 liter and pour it into the 4 liter to the top, 3 liters will fill it

leaving 6 liters in the 9 liter container

At the start of each month you pay $100 in car insurance. The insurance company determines that you have a probability of getting in a minor accident of .00023 and the probability of getting in a major accident of .0000017. If you get in a minor accident the insurance company will pay you $5000 and if you get in a major accident you will be paid $30,000. How much should you expect to pay in car insurance every month?
