Note:  We like parentheses.  In this case they would tell us if you mean (4/7)x or 4/(7x).

(38/10)y + (4/7)x + 2 = 0

(19/5)y + (4/7)x + 2 = 0

(19/5)y = (-4/7)x - 2

y = (5/19)( (-4/7)x - 2)

y = (-20/133)x - 10/19
